Maximums, rather than 'guidelines' seems like a good idea.  It allows a
lot of flexibility.  Can all systems in AVCNet support per-day time
limits?  I plan to help many of my users become UUCP nodes so they are
doing most of their work offline.  One already is, and prefers it.  30
minutes is way too much for a basic offline account.  With 1000
chars/sec thruput, which is readily achieved at 14,400, thats almost a
half megabyte.  What's more, I don't think my software will limit time
for an offline user.  I'm sorry to muddy the waters, but I don't think
we want to set policies which could have the unintended effect of
limiting our sysops' creativity in providing services.
