Part 2 of 2 Minutes of the AVCNet Meeting on July 11, 1995. New Business: Adding Newgroups was brough up by Jim Hart and Rob Spellman, each stating that we should have a method in place for the creation or deletion of newsgroups. After discussion the following was incorporated: Post in the newsgroups the title of the newsgroup one would like to have created, this would be followed by a one week discussion period on its creation, which then would be followed by a one week voting period wherein the members would vote whether or not to create this newsgroup. Art Turley recommended posting the FAQ which Rob Waite is working on periodically on the avcnet.discuss newsgroup so that new comers would not be so lost. Setting Board meeting ground rules for placing items on the agenda was discussed. Art Turley recommended allocation of time for each agenda item added, and if the discussion went further that the time allowed to postponed its discussion for a future time or meeting. David Grondin suggested that if Robert's Rules was followed this wouldn't be necessary. Jim Hart motioned to accept Robert's Rules and that motion was seconded by David Grondin. A vote was taken and all members present agreed. Art Turley motioned for a timeframe to be set for the length of a meeting to 1 1/2 hours, seconded by Bob Leduc. A vote was taken and resulted in 6 Ayes, 1 Naye and 3 Abstained. The motion carried. Art Turley motioned to accept PLUS/DELTA as a permanent part of the Agenda. PLUS/DELTA being a few minutes set aside at each meeting to let the attending members voice their opinion of how that meeting went, what as good about it, what could be changed in how something was conducted. Bruce Hall mentioned that this could be done in newsgroups after the fact in an effort to shorten our timeframe for the meetings, Jim Hart voiced concern over the possiblity of flames developing in the newsgroups which could cause repercussions. Rob Waite recommended scheduling 5 minutes at the end of each meeting for it. Art Turley mentioned that it would be an accurate check on how the meeting went. Rob Waite made a motion to incorporate it, and that motion was seconded by David Grondin. The motion carried and was adopted. Requirements for an AVCNet feed: Discussion commenced on the fact that some access points for AVCNet were charging a fee for its access to the general public, heavy discussion followed on whether or not an access point should be allowed to charge for the feed through AVCNet which is free to them. Suggestions ranged from totally free to the general public to a limited time frame being free, excess time could be charged for. Jim Hart voice his concern for being very cautious on this and that the wrong choice could cause repercussions. Bob Leduc made a motion to continue the disccussion of this topic in the newsgroup, which was seconded by Art Turley. Rick Speer requested the setting of the next AVCNet meeting and after discussion September 12, 1995 at 7 p.m. at the Lewiston City Hall, Room A (third floor) was approved. Rick Speer adjourned the meeting at approximately 9 p.m.
