To keep things official, I'll accept the request to create these news
groups, and open voting up to the group.  Anyone who cares should send
email to me (rspell@bates.edu).  Try to keep your voting with the area
of the subject line, ie:

Subject: board - yes, program - yes

leaving the body of the email message blank.  

Any discussion on the creation of the newsgroup should be sent back to
the list.
