Mr. MUSKIE. Mr. President, how much time did the Senator ask for?

Mr. JEPSEN. This Senator has asked for 5 minutes of the Senator from Oklahoma.

Mr. MUSKIE. I yield 5 minutes. Then I yield to the Senator from Nebraska on the bill.

The PRESIDING OFFICER. Is the Senator yielding time off the bill?

Mr. MUSKIE. Yes, off the bill.

Let me say, at this time, that we are beginning to run out of time on the bill. We have, I think, about 7 hours left and there are at least four or five amendments, each of which is entitled to an hour. So we ought not to be consuming that time on the defense issue. We have been spending the whole afternoon on it. I have no objection to continuing, but I just wanted to warn the Senate that we are beginning to come to the end of time on the bill that we should give to this particular issue.

I yield to the Senator from Iowa.
