Mr. MUSKIE. Mr. President, may we have order?


The PRESIDING OFFICER. The Senate will be in order.


Mr. MUSKIE. Mr. President, it is my information that there are two more amendments pending, following the one on which the Senate just acted. There are 50 minutes on each. I do not believe that 50 minutes will be required on each. It might take as little as 30 minutes. I do not know of any other amendments that are definite at this point.


Mr. ROTH. Mr. President, will the Senator yield?


Mr. MUSKIE. I yield.


Mr. ROTH. The Senator from Delaware does have an additional amendment. I say to the chairman that I have to return to the Lance hearings. I expect to be back in time, but that is beyond my control.


Mr. MUSKIE. I will do my best to protect the Senator, but the Senator understands that the time is running. Within the limits of that time, I will do my best to protect the Senator.


Mr. ROTH. If the Senator will notify me, I will get here.


Mr. MUSKIE. I do not know which of the other two amendments is to be called up at this point. Does the Senator from Utah have any information and can he enlighten me on that?


Mr. HATCH. Senator HAYAKAWA has an amendment, but I do not know where he is. Let me suggest the absence of a quorum.


Mr. MUSKIE. Mr. President, I ask unanimous consent that the time for the quorum call be charged to neither side.

Mr. HAYAKAWA. Mr. President, I ask unanimous consent that the order for the quorum call be rescinded.
