Mr. MUSKIE. Mr. President, I am always happy to witness the passage of legislation that is designed to simplify the maze of Federal assistance programs for recipients. S. 904 is an important step in that direction in helping potential recipients of Federal grants identify the programs for which they are eligible, and which are best suited to their needs. It will be of special importance to small communities, which cannot afford the kind of professional grantsmanship that is now required to locate sources of Federal funds.
I am pleased to be associated with this legislation, and I commend my colleagues, Senator ROTH and Senator KENNEDY, for their efforts in making this legislation a reality.
