Mr. MUSKIE. Mr. President, the next amendment will be offered by the distinguished Senator from Texas (Mr. BENTSEN) . He has not yet arrived. For personal reasons, Senator CHAFEE would like, at this point, to make his statement on the section 404 issue. I ask unanimous consent that he may make his statement at this point and that it follow Senator BENTSEN's statement when Senator BENTSEN arrives to present his amendment and begin debate on the issue.
