THE MUSKIE AMENDMENT


Mr. CRANSTON. Mr. President, I would like to ask the distinguished Senator from Maine (Mr. MUSKIE) if he would agree that his amendment from the Public Works Committee, adopted last Thursday, was intended to insure that any conversion to coal or other fuels authorized or permitted by this act shall be permitted only to the extent necessary to reduce or eliminate the emergency declared by this act.


Mr. MUSKIE. Yes.


Mr. JACKSON. I concur in that understanding.
