The public can complain that a particular scientific
study did not meet the standards set. Agencies would
be required to respond to such complaints, review the
study, and correct if it is found to be in error.
In other words, what if some object to the study and
use the appeals process as delaying tactic. Their
objection cast as objecting to parts of the research
process in fact related to religious, social policy, etc.
